Decree No 2/2010
by the Prior General of the International Confederacy of Priors and Commanderies of the Order of Saint Stanisłaus BM
from the 30th of November 2010
regarding establishing the operating procedures and regulations for the Confederacy of the Order of Saint Stanisłaus BM

Acting in accordance with § 3 item 1 of resolution No 2/11/2010 of the 25th of September 2010 II International Conference of the Order of Saint Stanisłaus BM, l hereby decide as follows:

§1

1.The International Confederacy of Priories and Commanderies of the Order of Saint Stanisłaus BM, further called the "Confederacy", gathers Priories and individuał commanderies of the Order which operate within the borders of the Republic of Poland, as well as abroad and declared their entry to the Confederacy.
2.The priories and commanderies which arę members of the Confederacy retain their legał and organizationał independence and autonomy of charity activities,
3. The priories and commanderies which arę members of the Confederacy arę obliged  to   the   highest   possible   degree  of cooperation  in   carrying  out the constitutional goals of the Order.
4.The priories and commanderies which arę members of the Confederacy have the possibility to resign from the Confederacy by way of submitting an appropriate
written declaration with the Confederacy's Prior General.

§2

1. The Confederacy operates on the basis of:
•the 1st of March 1999 "Amended Constitution of the Order of Saint
Stanisłaus", approved by the Order's VIII Grand Master Juliusz Nowina
Sokolnicki,    amended    on     the     31st    of     March     2004 and 22 of November 2006,
•organizationał decrees by the Order's VIII Grand Master Juliusz Nowina the 25th of September 2010 decrees passed by the II International Conference of the Order of Saint Stanislaus BM,
•the Confederacy's interna! legał acts:
-resolutions of the Confederacy's Grand Chapter,
-decrees of the Confederacy's Prior General.
2.The seat of the Confederacy's authorities is located in Poland.
3.The Confederacy's official languages arę Polish and English.
4.Ali of the Confederacy's legał documents arę drawn up in Polish and translated into  English.  Both the  abovementioned language versions arę  considered egually valid.

§3

1.The Confederacy is presided by the Confederacy's Prior General in cooperation with the Confederacy's Grand Chapter.
2. The Grand Chapter member appointrnent acts arę signed by the Confederacy's Prior General.
3. The   Confederacy's    Prior   General   is   entitled    to    dismiss   a    member of the Confederacy's Grand Chapter in agreement with a prior/commander who gives a recommendation for the Chapter.

§4

1.The Order's officers arę elected to hołd the following positions in the Conference's
Grand Chapter:
1) Deputy Prior General,
2) Grand Chancellor,
3) Grand Secretary,
4) Grand Attorney,
5) Grand Prelate,
6) Grand Archivist,
7) Grand Officer of Arms,
8) Marshal of the Senior Convention
9) Grand Chronicler,
10) The Order’s Ambassador in EU,
11) Grand Counselors,.
2.The first Grand Chapter of the Confederacy is appointed by the Prior General after consulting the Priors and Commanders of the Priories and Commanderies which are part of the International Confederacy.
3.The  right to appoint candidates for specific functions  lies exclusively with the Prior General.
4.It is not allowed to combine any functions within the Confederacy's Grand Chapter.
5. The Confederacy's Grand Chapter member's tenure, apart from cases of dismissal mentioned in § 3 item 3, expires:
a) as a result of a written resignation submitted with the Confederacy's Prior General, and in case of the resigning Prior General - submitted with the Deputy Prior General,
b) as a result of withdrawing a recommendation for a member of the Chapter,
c) as a result of losing the title of Dame or Chevalier of the Order,
d) in the event of the Confederacy's Grand Chapter member's death.

§5

1.As a substitute for the Order's Grand Master, the Confederacy's Prior General - following his appointment - gives the Nobiliary Justice Cross to recommended individual Priors and Commanders of the Order of Saint Stanislaus of all classes. The award diplomas arę signed by the Confederacy's Prior General and the Grand Chapter's Secretary along with an appropriate Prior or Commander.
2.As a substitute for the Ordei^s Grand Master, the Confederacy's Prior General - following his appointment - gives Gold and Silver Merit Crosses of the order and Medals of Faithful Service to the Order. The diplomas or certificates confirming the awarding of such distinctions arę signed by the Confederacy's Prior General.
3.The documents mentioned in items 1-2 should, under pain of nullity, include the seal round seal of the Confederacy, including the depiction of the Cross of the Order of Saint Stanislaus face surrounded by a ring with the name of the Confederacy and a seal pressed on golden foil with the depiction of St. Stanislaus' head.
4.The  Confederacy's Prior  General keeps  a register of the  given Orders of Saint Stanislaus, Nobility Justice Crosses, Merit Crosses of the Order, maintaining continuity of the medals bestowed by the VIII Grand Master of the Order, Juliusz Nowina - Sokolnicki.

§6

With regard to the  matters regulated  by  5th of January 2010 decrees  by the Order of Saint Stanislaus BM Grand Prior of Poland:
1) nr 1/2010 regarding the procedures of admitting new members - candidates
for Chevaliers and Dames of the Order,
2) nr 2/2010 regarding the procedures of awarding the Order as well as higher classes of the order,
3) nr 3/2010 regarding the course of Order candidate investitures, these decrees remain    valid    for    the     whole    Confederacy,     with    the    reservation, that whenever they mention the Grand Master of the Order, it is understood that until that position remains unoccupied, the Grand Master's rights and obligations are performed by the Confederacy's Prior General.
 

§7

Every priory and commandery associated in the Confederacy is obliged to submit a written annual report with the Confederacy's Prior General until the 31st of January of the following year. The subject scope of the report will be specified in the form of a decree by the Confederacy's Prior General.

§8

This decree  becomes effective  upon  its publication  and remains valid the until the  passing of the new Constitution and election of the Order's authorities.
